    KINGSTON, Jamaica (AP) ? Struggling with a chronically stagnant economy and one of the highest crime rates in the world, Jamaica is turning for help to a black nationalist leader who died more than 70 years ago.

    Marcus Garvey, who inspired millions of followers worldwide with messages of black pride and self-reliance, is being resurrected in a new mandatory civics program in schools across this predominantly black country of 2.8 million people.

    Students from kindergarten through high school are supposed to learn values such as self-esteem, respect for others and personal responsibility by studying Garvey, whom Martin Luther King Jr. called the "first man on a mass scale and level to give Negroes a sense of dignity and destiny."

    But the program almost totally avoids mention of the positions that made Garvey deeply controversial: his promotion of a "back to Africa" movement, his use of the title "provisional president of Africa" and a campaign for racial separation, born of the conviction that whites would never allow blacks justice. He even met with the grand wizard of the Ku Klux Klan, leading some mainstream African-American leaders to question his sanity.

    American civil rights pioneer W.E.B. Du Bois once called him "the most dangerous enemy of the Negro race."

    The program is a major rethinking of Garvey's legacy in his Caribbean homeland. He was the first person named a national hero following independence in 1962, and the government put his likeness on coins. But it had declined repeated calls to use his teachings in schools, where history is not a required subject.

    "The teaching of Garveyism in schools is something that politicians of all stripes have shied away from partly because of their own intellectual ignorance and partly because they don't know what to make of this complex subject," said Robert Hill, a Garvey expert who is professor emeritus at the University of California, Los Angeles.

    But Jamaicans take great pride in the achievements of a native son who created an international movement.

    "We want all our children to believe they are important to what becomes of this country. Through Marcus Garvey, we see what it means ... to admit to no stumbling block that we cannot overcome," said Amina Blackwood Meeks, the Ministry of Education's culture director who led efforts to draft the Garvey-infused civics program.

    For many Garvey adherents in Jamaica, where reggae luminary Burning Spear once mournfully sang "no one remembers old Marcus Garvey," the only question is: What took so long?

    Born nearly 50 years after the abolition of slavery in Jamaica, Garvey founded the United Negro Improvement Association in 1914 on the island, and then built it into a mass movement in New York from 1919 to 1927. He established a network of "Liberty Halls" as venues for political debate, theater and scholarship around black themes, raising awareness of African achievements and calling for economic empowerment to circumvent racism.

    From his Harlem base, Garvey urged people find pride in their African history, and assured the descendants of slaves that there were no limitations to what they could accomplish. His Pan-African philosophy urged blacks to return to the continent of their ancestors and he launched the Black Star Line, a fleet of steamships intended to take them there.

    During his meteoric rise, he was bitterly opposed by some fellow black intellectuals, especially Du Bois, who said Garvey was either "a lunatic or a traitor." In turn, Garvey called Du Bois a "rabid mulatto who needed a horse whipping," and he dismissed the National Association for the Advancement of Colored People, or NAACP, as seeking black assimilation into white society.

    His movement claimed to speak on behalf of Africans and delegates at one congress elected him "provisional president of Africa."

    Garvey was eventually convicted of mail fraud charges in connection with his steamship line and was deported to Jamaica in 1927.

    But in the early decades of the 20th century, when segregation was deeply implanted in the United States and when European colonialism still stretched around the world, Garvey's words also inspired civil rights figures in America, political leaders in Africa and the Rastafarian movement in Jamaica.

    It's the uplifting and ambitious aspects of Garvey's life that educators hope will inspire youngsters in modern-day Jamaica, where times are tough for many.

    The official unemployment rate is over 14 percent, but many economists believe it's higher. Nearly 30 percent of high school students dropped out just before their final year in 2011 and standardized test scores are sinking. Over the past decade, the United Nations says, the island had the world's third-highest murder rate, with about 60 slayings per 100,000 inhabitants. Young slum dwellers use concoctions that promise to transform dark complexions to a cafe-au-lait color.

    Some island academics blame many of the country's woes on the lingering effects of slavery, which was particularly brutal on Jamaica's sugar plantations.

    "We have to use all tools and strategies at our disposal to tell our children and our people in general that, as Garvey said, the black skin is not a badge of shame, but rather a symbol of national greatness," said Verene A. Shepherd, director of the Institute for Gender and Development Studies at Jamaica's University of the West Indies. "If Jamaicans from very young are imbued with this kind of thinking, we will see the benefits in years to come."

    But some academics question whether the program can really overcome the lack of economic opportunities in Jamaica, arguing that self-esteem follows achievement, not the other way around. They also say students will ultimately reject efforts to turn a historical figure into nationalistic propaganda.

    Hill said he suspects the program will mostly involve "beating the drum for Garvey" while glossing over his complexities.

    "If I just say to students, 'Garvey is a great man and here's the reasons he was great,' that hasn't taught them anything. In fact, the likelihood is you are likely to alienate the very students you are trying to reach because they will recognize it as just a form of ideological brainwashing," Hill said. "You have to teach Garvey as part of the development of political thought."

    The teachers' handbook for the new program includes lesson plans using famous Garvey quotes such as "Up, you mighty race, accomplish what you will" to instill personal identity, discipline, courtesy, national pride and heritage. It says economics lessons could highlight Garvey's experiences as an entrepreneur, while devotionals will include hymns he wrote. Youngsters will be required to keep a journal.

    One of the few references to his "back to Africa" call is a suggestion that students "explore ship building, the shipping industry and travel by sea through a project to reconstruct (small models of) the ships of the Black Star Line."

    So far there has been no public opposition to the program from blacks or whites, who are accustomed to seeing Garvey as a part of the country's history and seem happy to have civics of any sort introduced at schools.

    Meeks said nothing about the program will be alienating for students or faculty who are not black.

    Several schools declined to allow a reporter inside classrooms to see the civics course in action because orientation was just getting started.

    But Education Minister Ronald Thwaites said he's confident the program will soon be a success, saying that "after many false starts, the campaign of values and attitudes now begin in earnest, rooted and founded" in Garvey.

It's as though there's a collective fear we'll see a repeat of the 2011 hysteria and deal with fans (or detractors) complaining about missing features that were never promised in the first place.

    Where last summer was full of uncertainty, this year there's a mounting consensus as to what we'll see, how we'll get it, and when. Tracking everything that's been mentioned may be a handful, however. With that in mind, we'll dive in and gauge what's likely to emerge from behind Apple's curtain on September 12th -- as well as what we can rule out from the get-go.

    Shoppers meet Kardashian, Miss Piggy on night out

    NEW YORK (AP) ? Donna Karan mingled with Miss Piggy, Michael Kors judged karaoke with Kate Upton and Kim Kardashian signed perfume sets Thursday as shoppers broke out their stilettos ? and their wallets ? for the fourth annual Fashion's Night Out.

    The celebrity-studded night lured shoppers into stores for celebrity spotting, music, giveaways, food and drinks, and, just maybe, shopping.

    By early evening in New York, the basement beauty floor of Bergdorf Goodman was packed. Madeleine Russell of Manhattan, wearing her FNO shirt from last year, got her nails done ahead of a long line. She attends Fashion's Night Out events every year.

    "I'm inspired by all the fashion around me and I get my own ideas," she said.

    Like the FNO pro she is, Russell planned to head home from Bergdorf to put on makeup and her Manolo Blahniks to see Cyndi Lauper at the Blahnik store promoting her new musical, "Kinky Boots."

    Across town, Kim Kardashian signed $123 gift sets of her perfume True Reflection at Lord & Taylor and was ready to hop a plane to Charlotte, N.C., for an after party for the Democratic National Convention.

    "Because it is a lot of running around I wanted to be comfortable," she said. "This Tom Ford dress is, like, stretchy. So at least I'm really comfortable."

    Fashion's Night Out ? launched in 2009 in New York by Vogue editor-in-chief Anna Wintour ? has proven so popular that it's now a fixture in some 19 countries, over three weeks involving tens of thousands of shoppers.

    By dusk in Paris, the luxury shopping district was awash with thousands of people out to see spectacles like the one at Chloe, where a parade of dancing cheerleaders descended from a Chevrolet truck.

    "There are too many people here to buy clothes. But people get to know the brands, and buy another time. Today, it's all about fun," said Corine Marneffe, 50.

    In London, models Yasmin and Amber Le Bon (wife and daughter of Simon) were walking in a fashion show at the Westfield shopping center along with Lizzy Jagger (daughter of Mick).

    But the splashiest events were in New York, where Donna Karan schmoozed with Miss Piggy at the DKNY store on Madison Avenue, the pig in a black dress designed by Karan herself ? fittings and all. The two fashionistas posed together with hunky New York City firefighters featured in the fire department's calendar, their ladder truck parked outside.

    Michael Kors helped judge a karaoke contest with Debra Messing and Sports Illustrated swimsuit cover girl Upton at his Madison Avenue store. He called Fashion's Night Out the trifecta: "It's starting the new season, you're excited to see what's in stores. You're reminded it's fun to shop and you can feel the energy."

    At the nearby Ann Taylor store, bank worker Lenore Muller of Manhattan headed inside for a chance to be made over by stylist Mary Alice Stephenson and get counted among 50 women to pose in the store's windows for the crowds outside.

    "We call it window glamming," Stephenson said.

    At Bergdorf Goodman, crowds out to see Victoria Beckham, Rachel Zoe and Robert Verdi wore Burger King-style hats promoting the store. A glass bar in the Donna Karan department shattered and a kid ate ice cream ? chocolate ? dangerously close to the Pucci department. Nearby Bendel's was too crowded to enter later in the night.

    Pharrell was at Bloomingdale's promoting his collaboration with designer Mark McNairy. "It makes sense as fashion has given so much to me for us to try and give back and support the movement for what these guys do," he said.

    Not far away was "Twilight" star Kellan Lutz, supporting the bedding collection Charisma. Fortunately, bedding is instrumental to his style. "See, the good thing about being a guy, you get the whole bed-head look waking up," he said.

    At the Macy's in Herald Square, 38-year-old customer service rep Keisha Carter from Brooklyn picked up two shirts and a dress on sale, but she admitted she hadn't realized it was Fashion's Night Out ? for the second year in a row! She said she enjoyed the energy.

    "People are more helpful," Carter said. "There's a busy-ness feeling, even more than usual."

    In the makeup department, Lorrin Lynn, 24, a CPA, got a free makeover at Bobbi Brown after buying her special FNO lipstick. She also went hunting for reality star Bethenny Frankel showing off her shapewear line in the intimates department and "Bachelorette" star Emily Maynard at the Benefit Cosmetics counter.

    "It's fun to go out to the stores, see the trends, and there's free booze!" said Lynne, cruising the night with a friend for their second FNO.

    At Lord & Taylor, several hundred people lined up for Kardashian's autograph.

    "Kim is the only person I put my life on pause for," said Aaron Ward, 26, a personal trainer from the Bronx who showed up at 4:30 p.m.

    He bought the Kardashian perfume gift set for his mother and has purchased more than 50 other items from the Kardashian brand as gifts.

    "I love Kim but I am not a girl," he added. "I am a Kim Kardashian curator."

    Meanwhile, Nicole Richie and Jennifer Hudson were among a handful of designers who were promoting their creations on QVC from 9 pm to 12 midnight. "It's a dream to debut on Fashion's Night Out," said Jennifer Hudson, who had just finished a 12-minute segment selling 13 pieces of her new collection exclusive for the home shopping network.

    This is the third year that QVC televised its shopping program in Manhattan on Fashion's Night Out. Company officials noted that viewership typically is twice what they see compared to other days.

    Does all the starpower and hoopla help at the register? "Ask me tomorrow," Max Azria said with a laugh backstage before his BCBG presentation at New York Fashion Week. He said it can't hurt to meet shoppers.

    Stores across the U.S. also held events, though less star-studded. In Chicago, Saks Fifth Avenue offered free cocktails, hors d'oeuvres and music; in Atlanta, Lenox Square Mall gave out gift bags and makeup touch ups at Aveda.

    Models walked a quarter mile runway at the Galleria Dallas. The mall's fashion expert Holly Quartaro said that by the end of the night, each model will have walked a mile and a half in heels. NorthPark Center featured runway shows, beauty stations for mini-makeovers and an exhibit of Roberto Cavalli gowns.

    "We've got an amazing crowd out here," said the shopping center's director of public relations, Victoria Snee, adding that some shoppers were "dressed to the nines."

    Fashion's Night Out, timed for the first day of New York Fashion Week, also coincides with the final night of the Democratic National Convention. A Vogue spokeswoman said the event was planned a year in advance with thousands of retailers.

    She added that Wintour is a supporter of President Barack Obama and noted that shoppers had five hours of events ? plenty of time to get home to watch Obama speak if they wish.

    Thakoon Panichgul ? who has dressed first lady Michelle Obama ? planned to do just that. But the conflict didn't bother Simon Doonan, the creative ambassador-at-large at Barneys: "That's what Tivo's for."

    NBG Productions analyst Brian Sozzi said Fashion's Night Out started inconspicuously but has gained traction over the years.

    "It gets customers into stores in a non-peak hour after work and it gets them energized," he said. "It's a win-win for retailers who are piggy backing on Fashion's Night Out's own marketing so it's not a big investment for them."

    On Twitter, Fashion's Night Out's hashtag, (hash)FNO, was one of the top trending keywords. Laura Ashley tweeted about goodie bags while designer shoe label Christian Louboutin shared a special Fashion's Night Out Spotify playlist.

    Kelly Talamas, director of Vogue Mexico & Latin America, said that last year's Fashion's Night Out boosted local sales. For its second year, Fashion's Night Out Mexico more than doubled the number of participating stores, to 250 from 100 in 2011. FNO Mexico will also expand to the Mexican city of Guadalajara, where activities will be held Sept. 13.

    "Mexico is one of the strongest countries in the fashion scene, there is knowledge about fashion and interest in shopping," Talamas told the AP. "All the brands representatives told us that they sold a lot. There were some who said to us: 'Wow, we sold more than ever! This has been the most successful day in the year,'" she said.

    A new history of the 21st century | Progress | News and debate from ...

    Bush and Obama

    Indulge me, if you will, in a thought experiment. Imagine your memory of the past 15 years has been erased, and you are learning about 21st century geopolitics for the first time.

    In your history book there are two American presidents with different foreign policy approaches.

    ?

    The first conducted a covert war, striking at his enemies from afar using semi-automated flying machines. He paid little attention to international norms and state sovereignty, and under his campaign civilians were often killed as collateral damage.

    The implications of the strikes were far-reaching, not least for countries in the firing line where political instability grew and the US was viewed with increasing opprobrium. The president?s actions risked the emergence of a new generation of radicalised terrorists and triggered an arms race as world powers developed their own pilotless bombers. The nature of warfare was irreversibly changed as the campaign could be waged indefinitely, without pause.

    The second American president launched a regular, overt war against a tyrannical leader who (it was thought) held stocks of devastating weapons he had proven willing to use in the past and had habitually hidden from international observers. After trying and failing to build international consensus at the UN, the president led his country, along with a handful of allies, in a short war against the tyrant, destroying his military threat within a few weeks.

    Despite the war unleashing a devastating insurgency and latent sectarian strife, with thousands of civilians killed, the invaded country eventually became a semi-functioning democracy, though significant problems remain to this day.

    Which president do you think was celebrated and admired? Which one was vilified and seen as a callous warmonger?

    Not the one you might think.

    Of course, both of these presidents are very real: President Obama, whose use of unmanned aerial vehicles to strike at terrorist suspects has come to define his first term?s foreign policy*; and President George W Bush, whose Iraq war has been regularly cited among Washington?s greatest military misadventures.

    While the Iraq war is still widely condemned, with Archbishop Desmond Tutu even calling for Tony Blair to face trial, Obama?s drone campaign is tolerated, even celebrated. Back in February, eight out of 10 Americans approved of his use of UAVs in a Washington Post-ABC poll. Despite misgivings from certain quarters there has been no large-scale opposition on either side of the Atlantic. The Stop the War Coalition has flirted with anti-drone protests, but the venom of the Bush era has not materialised.

    Commentators are undecided: some op-eds spit rage at Obama?s supposed callousness, while others praise unmanned-aerial vehicles as the cheap, bloodless (for the protagonist at least) future of international intervention.

    For advocates of a progressive foreign policy, this ambiguity feels unnatural. We are used to Manichean debates about war and peace, good and evil, Bush versus everyone else. What are we supposed to think about ethically confusing automated air strikes that have broad-based domestic support and (at least in the short-term) seem to work?

    As Labour develops its vision for the future of British internationalism, we are going to have to get used to this ambiguity. In an era of constrained budgets, overstretched armed forces and war-weary electorates, old certainties around intervention and moral purpose will be increasingly difficult to pin down.

    What is clear is that we will need to put visceral opposition to particular policies to one side and develop a foreign policy framework that is able to achieve broad-based support. Obama?s drone campaign, for all its faults, meets this criterion.

    The worst thing for Labour would be to back itself into a corner in an attempt to exorcise Iraq demons, or to cast aside potential policy approaches before assessing the broader landscape. Obama?s non-ideological approach to safeguarding US security has largely taken foreign policy off the table in November?s election ? a rarity for a progressive candidate. Labour should take note.

    My Weekend Was Filled with Birthdays, Cannoli Cake and Medieval ...

    What a weekend! I barely had any time to socialize online because I was busy hanging out with my lovely family enjoying two birthdays, delicious cannoli cake and Medieval Times.

    This past Saturday was my son?s 16th birthday! I can not believe I am a mother of a sixteen year old. It feels like just yesterday when I had him and now poof, he?s turned into this wonderful young man. Sniff, sniff.

    My husband and I wanted his 16th birthday to be extra special so we decided to go to Medieval Times in Lyndhurst, New Jersey to celebrate and make his milestone truly memorable. It took us about an hour and forty minutes so the ride was like a mini road-trip for us.

    It was my first time seeing the show so I was beyond thrilled. With my husband and I working full time, I felt bad the kids haven?t had the best summer so I wanted to end the summer with a special treat. And boy was it special!

    The show was awesome! We loved it! It truly is a magical experience if you?ve never had the chance to see the show. Once you enter the castle, it?s non-stop fun. These actors play their part really well. They get into their characters and it makes you believe that you are indeed a Lord or a Lady. ;)

    There?s so much to do and see before the show starts. There?s little shops all around where you can buy wooden swords, t-shirts, costumes and so much more. It?s extremely easy to spend a lot of money here if you?re not careful so beware! It was good that we gave each of our kids a budget, except the birthday boy. He went home with a huge wooden sword for $30, which is a nice deal if you ask me.

    When we first entered the arena, we were filled with excitement. I could not wait to see the show AND to eat the food. I was starving! First they serve you a tomato bisque soup with a round Focaccia bread that was warm, soft and delicious. During this time, the show starts and you get into the rhythm by rooting for your team. We were rooting for the blue team but sadly we didn?t win. Throughout the show, you are served your meal?with no silverware. The kids loved that part! You get oven-roasted chicken, a barbeque rib, two huge potato wedges and a apple turnover pastry that was to die for. We all left full and very satisfied.

    After the show, we headed home to eat birthday cannoli cake and it was very delicious!? Yesterday was my husband?s birthday and since he didn?t want to do anything special, we stood home and I cooked him dinner.? He was a happy camper.? I also got him tickets to go zip lining at The Adventure Park at the Discovery Museum.? I got the idea from Groupon, which I absolutely love!     What Is Polycythemia Vera?

    Polycythemia Vera or PV is defined as a stem cell disorder which is characterized as a malignant, panhyperplastic and neoplastic disorder of the bone marrow. This disease is associated with a prominent feature of an abnormally elevated absolute mass of red blood cells. This happens because the red blood cells grow in an uncontrolled manner. In addition to the increase in red blood cells, an increase in the production of white blood cells and blood platelets is also observed. This happens as a result of abnormal cloning of hematopoietic stem cells along with a high level of sensitivity with respect to the growth factors for maturation. Polycythemia vera is found in all age groups. As per the study conducted by Mayo Clinic in Minnesota, the occurrence was found to be most common for people in the age group of 70-79 years.

    Causes

    Polycythemia Vera is caused by the over production of red blood cells. However, it is also accompanied by an increase in the number of white blood cells and platelets as well. The occurrence of this rare disease is found more in men than women and it is more common in patients who are above the age of 40. The roots of this bone marrow disorder have been tracked to gene mutation called JAK2V617F but the basis of this mutation has not yet been discovered.

    Symptoms

    The symptoms of Polycythemia Vera arise as a result of an increase in the thickness of blood or as a result of blood clotting. The most common symptoms of this disorder are difficulty in breathing while lying down, dizziness, headache, excessive bleeding, feeling of itchiness (particularly after taking a warm bath), fullness in the left part of upper abdominal region (caused due to spleen enlargement), red coloration (especially of the face), certain phlebitis symptoms, and shortness of breath. In addition to these, some other symptoms which may not be too commonly found are fatigue, problems with vision, red skin spots, and bluish color of the skin.

    Diagnosis

    The diagnosis of Polycythemia Vera is not easy because this disease may not exhibit any signs or symptoms for years. It can only be diagnosed through routine blood tests which are carried out for some other purpose. In case the doctor feels that one?s blood test results are not normal, the person may be advised to take more tests.

    PV will be diagnosed based on the person?s symptoms, overall health, medical history, age, physical examination, and test results. In the physical examination, the doctor will look for symptoms like red coloration on the face, bleeding of gums or an enlarged spleen. In case the doctor confirms the presence of Polycythemia, one will be referred to a Hematologist who will have to determine whether the Polycythemia is primary or secondary. For this, the person may have to undergo physical examination and some relevant tests. The blood tests through which PV can be diagnosed include a complete blood count, blood smear, erythropoietin level, and also bone marrow tests.

    S. Africa demands answers on murder charges for miners

    South Africa's justice minister demanded Friday that prosecutors explain why 270 miners have been charged with murdering 34 colleagues shot dead by police in a move widely denounced by legal experts.

    The National Prosecuting Authority (NPA) charged the workers on Thursday, based on a rule used by the former apartheid regime, for the shooting two weeks ago at the Lonmin platinum mine that shocked the world.

    "There is no doubt that the NPA's decision has induced a sense of shock, panic and confusion within the members of the community and the general South African public," said Justice Minister Jeff Radebe.

    "It is therefore incumbent upon me to seek clarity on the basis upon which such a decision is taken," he said.

    Radebe has demanded a report from the national director of public prosecutions to explain the rationale behind Thursday's decision over the August 16 shooting, the worst day of police violence in South Africa since the end of white-minority apartheid rule in 1994.

    Police claimed self-defence in the shooting, after an escalating standoff between rival unions had already killed 10 people including two police officers during an increasingly bitter strike over pay at Lonmin's Marikana mine.

    NPA spokesman Frank Lesenyego told the media it was normal procedure to charge those arrested during a confrontation with police when fatalities resulted.

    No police officer has been charged.

    Radebe's comments come on the eve of funerals Saturday for many of the workers killed at the Marikana mine, which lies outside Rustenburg, northwest of Johannesburg, and remains shut after the failure of talks to end the strike.

    "My view is that this decision to prosecute (the miners) is premature, it's outrageous actually," said Stephen Tuson, an attorney at the Wits Law Clinic in Johannesburg.

    The apartheid era common purpose rule which prosecutors are apparently basing their decision on would be hard to prove, the legal experts said.

    "There's nothing unconstitutional or irregular or unfair about the rule, it's a necessary rule in crowd violence situations," said Tuson.

    But "it's the application in this particular case which is suspect. It was clearly the wrong decision, it's inflammatory, it's provocative. There's no evidence to support it."

    Constitutional law expert Pierre De Vos said there was no basis for charges under a 1956 apartheid incitement act or the common purpose doctrine which has its roots in British colonial law. Both were used during the apartheid regime.

    "Unless what we saw on our TV screens never happened or unless the NPA is hiding shocking and bizarre conspiracy theory-type evidence from us that places the events we saw on television in an entirely different light, there could be no possible valid reason," he wrote on his blog.

    A columnist in the online edition of The New Age newspaper, whose owners are linked to the ruling ANC, said the charges were a desperate move but also a concession "that the way the apartheid government applied laws to deal with opponents deserves to be emulated".

    Meanwhile, talks between Lonmin and workers and unions seeking a "peace accord" have been postponed to Monday after two days of government mediated negotiations failed to broker a deal at Marikana.

    "We can't say that we are happy with the progress so far. The employer has not made any wage offer, all they want is for the workers to simply return to work," said Zolani Bodlani, a representative of the workers.

    The striking miners want a wage increase from 4,000 rand a month to 12,500 rand (1,181 euros, $1,477).

    Lonmin, the world's number three platinum producer, says the workers already earn around 10,000 rand when bonuses and other compensation are included.

    "We have no faith in the talks, they are just a distraction to make Lonmin appear as if they are doing something," Joseph Mathunjwa, leader of the Association of Mineworkers and Construction Union told reporters.

    "There is no tangible offer that the employer has made to try and address the cause of the strike, which is the issue of the wages."
