Here's some terrifying news for the Halloween Beat: A flyer titled "Top Ten Ways to Get Away with Rape" was found in a men's bathroom at a Miami University co-ed dorm. The whole thing is so fucking vile, and includes tips and tricks like, "5. sex with an unconscious body does count so don't back down if shes [sic] sleeping," and "7. If your [sic] afraid the girl might identify you slit her throat." Wow.
The university responded by calling a mandatory meeting for male students in the dorm, increasing police presence, launching a police investigation, and if the responsible student is found, promising internal disciplinary action. Uh, that better be code for kicking his ass the fuck out.
Still, Junior Kate Van Fossen, vice president of student-run Women Against Violence and Sexual Assault (WAVE), says that isn't enough at a school with 27 reported sexual assaults from 2009 to 2011, 19 of them alleged to have happened in dorms.
If I wasn't involved with WAVE I wouldn't have known about this incident," Van Fossen said Friday. "The university is brushing this issue ? under the rug.
The university, however, seems to thinks this is just the issue of a dorm gone rogue and not a sign of a bigger problem.
Barbara Jones, Miami's vice president for student affairs, said the incident didn't merit sending out an alert to students because it didn't pose an immediate threat.
"All of our evidence shows it was confined strictly to McBride Hall," she said.

SHANGHAI (AP) ? Novak Djokovic saved five match points in the second set before outlasting two-time defending champion Andy Murray 5-7, 7-6 (11), 6-3 on Sunday in the Shanghai Masters final.
In another entertaining matchup between the two U.S. Open finalists, Djokovic seemed headed for defeat when Murray was serving for the match at 5-4 in the second set.
But the second-ranked Serb saved one match point in that game before breaking back for 5-5. He then saved four more in a tense tiebreaker and carried his momentum into the deciding set, breaking the Briton twice to earn his fifth title of the year.
"I won the match. But, you know, as spectators could see, we were very close," Djokovic said. "It was a very even match throughout the whole three sets. He was so close to the victory that I cannot say I was the better player."
It was Murray's first loss in Shanghai in 13 matches.
Murray, who beat Djokovic in five sets at Flushing Meadows for his first Grand Slam title, saved two match points in the final game, but sent a backhand long on the third.
"It was a disappointing one to lose," Murray said. "I've lost tougher matches than that before in the biggest events. So I'm sure I'll recover from it pretty well.
"It's not like I threw the match away. I didn't make, I don't think, any real glaring errors or anything."
In a matchup of two of the game's best returners, both players struggled to hold serve early, trading breaks three times, and were tied 4-4 in the first set.
When Djokovic was broken for the fourth time in the 11th game, he lost his cool and shattered his racket by smashing it into the ground four times before slinging it disgustedly toward his sideline chair.
"We are professional tennis players and we're big rivals, but in the end we're humans. We shouldn't be ashamed of our emotions," Djokovic said. "I don't see anything bad in showing your emotions ? positive, negative emotions. We can't just be flat-faced throughout the whole match."
The momentum seemed to shift with one audacious shot from the Serb, just as Murray appeared to be closing in on his third straight title at the tournament.
Trailing 5-4 and 30-0 in the second set, Djokovic chased down a lob from Murray and hit a perfect between-the-legs shot, then followed it up with a drop shot to win the point. He went on to save Murray's first match point with a forehand and broke back when the Briton missed a forehand of his own two points later.
In the 20-minute tiebreaker, Djokovic finally prevailed when he converted his fourth set point with a forehand winner.
Murray couldn't recover, and Djokovic broke for a 4-3 lead before winning the next two games to wrap up the win.
Djokovic also beat Murray in five sets in the Australian Open semifinals this year and improved his record against the Briton to 9-7.
"We had an incredible year so far with our matches, big matches in important events," Djokovic said. "He definitely is a different player this year. You could see by the results he's achieved. He's more aggressive on the court and he's definitely a danger to anybody on any surface."

Are your child?s grades not up to par? Forgo talking to his teacher and instead, talk his doctor into an Adderall prescription. Doctors are prescribing antipsychotics?especially to low income kids?at alarming rates, because their use often results in better school performance.?
The debate over whether or not attention deficit disorder (ADHD) in kids should be treated pharmaceutically isn?t new. But these kids don?t actually have ADHD??or any other learning disability, according to The New York Times. Instead, they?re suffering from the effects of underfunded public schools and the poor academic performance that comes with needing extra help when your teacher is too overwhelmed to give it.
Dr. Michael Anderson, a pediatrician in Canton, Georgia explains to the Times, ?I don?t have a whole lot of choice. We?ve decided as a society that it?s too expensive to modify the kid?s environment. So we have to modify the kid.? He readily admits some of his diagnoses of ?ADHD? are often a ?made up excuse? to prescribe drugs to children who otherwise would fall through the cracks of a failing school system.
Strangely, using antipsychotics as study aids was up until recently the domain of affluent high school and college kids looking for an academic edge. The D.E.A. even lists drugs like Ritalin and Adderall as Class 2 controlled substances? the same as cocaine and morphine? because they rank among the most addictive substances that have a medical use.
According to a recent article by the Huffington Post, one study reports prescriptions of antipsychotic medication for children has increased eight-fold over the last 17 years. And it?s not because we?ve birthed a generation of psychopaths, but because ?off-label? use of these medications, like using them to concentrate, is driving their popularity.
Do we even know the long-term effects of giving otherwise healthy grammar school-aged children powerful antipsychotics? Not yet. But for most parents, the end-game for their kids is better grades and a positive attitude, and often the only available course of action is a pill.
The Times reports Medicaid almost fully covers the cost, making pharmaceutical therapy much cheaper than the tutoring or long-term behavioral therapy that would normally be the corrective course of action for children struggling in school.
Jacqueline Williams, one of Dr. Anderson?s patients, has all three of her children on medication and tells the Times, ?My kids don?t want to take it, but I told them, ?These are your grades when you?re taking it, this is when you don?t,? and they understood.?

Other than a chemically-induced compliance, kids can sometimes exhibit some short-term and disturbing side-effects from these drugs. The paper reports that one 11-year-old named Quintn started hearing voices while on Adderall. Those voices eventually made him suicidal and after being hospitalized for a week, he was switched to Risperdal, which he continues to take. Quintn?s dad, who medicates all five of his children, says of his kids? drug use, "If they're feeling positive, happy, socializing more, and it's helping them, why wouldn't you? Why not?"
Actually, there are plenty of why-nots, the long-term effects on a growing child?s mental and physical development being the primary. But logistically, what other choice do cash-strapped parents have? When the pills are covered, but tutoring is not, prescriptions are plenty, but well-staffed and properly funded schools are anomaly, what are your options to insure your kids can progress? Do you even have any?

NEW YORK - Yankees-Orioles. Playoffs. Disputed home run to right field. Yankees win.
Sound familiar?
CC Sabathia and his New York teammates saw Nate McLouth's long drive called foul by the slimmest of margins - hello, Jeffrey Maier - and then hung on to beat Baltimore 3-1 Friday in the deciding Game 5 of the AL division series.
With Alex Rodriguez benched, the Yankees advanced to the AL championship series against the Detroit Tigers, starting Saturday night in the Bronx.
"It is still a long way to go," Sabathia said. "I still got hopefully three or four more starts. So the job is not done yet."
Sabathia pitched a four-hitter, wriggling out of a bases-loaded jam in the eighth inning. It was his first complete game in 17 postseason starts, and the first for the Yankees since Roger Clemens did it in 2000.
Yet it was another piece of history that this game evoked.
The Orioles were in a foul mood, stung on a close play in right that echoed what happened across the street at the old Yankee Stadium in the 1996 AL championship opener, on a fly ball that still stirs emotions in Baltimore.
This time, with the Orioles trailing 1-0 in the sixth, McLouth sent a 3-1 pitch deep down the right-field line. Eyes turned to right field umpire Fieldin Culbreth, who demonstrably waved foul with both arms.
Orioles manager Buck Showalter came out to ask for a video review, and most of the umpiring crew went down a tunnel to examine the images. When they ran back onto the field about two minutes later, they didn't make any signal - meaning the original call stood. McLouth struck out on the next pitch, ending the inning.
"I saw it go to the right of the pole," Culbreth said. "There is netting there and it didn't touch the netting. It did not change direction," he added, indicating he did not think the ball grazed the pole.
Added crew chief Brian Gorman: "We saw the same thing on the replay. There was no evidence to overturn the decision."
Showalter? Not sure.
"I couldn't tell. It was real close," he said.
McLouth wondered, too, what the umps would decide.
"It started off fair and it was just hooking a little bit. I thought it was foul just in game speed," McLouth said. "A couple of people mentioned it might've ticked the pole, but he was way closer than I was and I was satisfied after they went down and looked at the replay that it was foul."
Steven Ellis, a fan from the Broad Channel section of Queens, caught the ball with his Yankee cap in the second deck.
"It was foul all the way, never hit the pole," he said.
Ada Cruz, sitting behind Ellis, added: "No way, no way. I watched it and he caught it."
A stadium usher who wouldn't give his name, however, said he saw the ball glance off the pole.
Back in 1996, the 12-year-old Maier reached over the wall above right fielder Tony Tarasco and deflected Derek Jeter's fly ball. Umpire Richie Garcia called it a home run, which tied the score 4-all in the eighth inning, and the Yankees went on to win in the 11th.
"Just watching at home, I promise," Maier texted to The Associated Press after this play.
Sabathia defeated the Orioles for the second time in six days, Raul Ibanez hit a go-ahead single in the fifth off Jason Hammel and Ichiro Suzuki added an RBI double in the sixth.
Curtis Granderson boosted the lead to 3-0 with a second-deck solo homer against Troy Patton in the seventh, and the Yankees advanced following their decision to bench the slumping Rodriguez, their $275 million third baseman.
"He didn't pitch all five, but it certainly felt like it, didn't it?" Showalter said.
Sabathia, who improved to 4-0 in his last eight postseason starts, didn't allow an extra-base hit. He struck out eight and walked two and matched his season high of 121 pitches.
He took a one-hit shutout into the eighth but allowed Matt Wieters' leadoff single and Manny Machado's walk. Mark Reynolds struck out, and Lew Ford - starting at DH in place of Jim Thome - hit an RBI single.
Robert Andino hit a bouncer to the third-base side that Sabathia gloved, but Eric Chavez left third uncovered and Sabathia's throw to second was late, leaving the bases loaded. McLouth struck out on a changeup and Sabathia escaped when J.J. Hardy hit a slow bouncer to shortstop that Jeter, playing on a sore left ankle, charged and scooped elegantly before throwing to first just in time.
Sabathia pitched a 1-2-3 ninth, finishing a 121-pitch effort as Wieters hit a comebacker. The Yankees ran to celebrate on the third-base side of the mound and the Orioles walked off slowly and somberly.
New York doesn't have much time to get ready for the Tigers. Andy Pettitte, the career postseason leader with 19 wins, starts for the Yankees against Doug Fister.
"I came back to hopefully help this club get into this position," Pettitte said.
For Baltimore, which beat Texas in the first AL wild-card playoff, it was a disappointing ending to a renaissance season for the proud franchise. The Orioles went 93-69, finishing behind the Yankees in an AL East race decided on the final night, and ended a streak of 14 consecutive losing seasons.
"It's been about as much fun as I have had in the big leagues watching how they play the game every day, the standard they held themselves to and the way they raised the bar in Baltimore with each other," said Showalter, who has not reached the LCS in 14 major league seasons.
New York won for the 12th time in 23 meetings between the teams in a matchup so close the Yankees outscored the Orioles 106-102. The teams were within one run of each other at the end of 46 of 52 innings in the division series. New York totaled just 16 runs in the five games and Baltimore 10.
A-Rod (2 for 16), Robinson Cano (2 for 22), Nick Swisher (2 for 18) and Granderson (3 for 19) all slumped against Baltimore. The Yankees advanced despite hitting .219 with runners in scoring position (7 for 32) - but Baltimore was 3 for 22 in that situation during the three games in New York.
Slumping Orioles hitter included Wieters (3 for 20), Hardy (3 for 22) and Jones (2 for 23).
With a 5:07 p.m. start on the first chilly night of autumn, there was an unusual sight at Yankee Stadium at the start - large patches of empty seats. And Baltimore fans could be heard chanting "O" during "The Star-Spangled Banner." But the ballpark filled up by the middle innings.
The 37-year-old Rodriguez, hitless in 12 at-bats against right-handed pitchers with nine strikeouts, was a spectator, too, in a decision that could have long-term repercussions for the Yankees, who owe him $114 million over the next five seasons.
Chavez, who replaced A-Rod in the starting lineup, went 0 for 3 with a pair or strikeouts.
Hammel retired his first 12 batters before a single to right leading off the fifth by Teixeira, a star at Baltimore's Mount Saint Joseph High School. With Reynolds playing behind him at first, the slow-footed Teixeira swiped second for just his third stolen base this year.
"I thought we needed a spark," he said.
Ibanez fouled off three pitches, one clipping plate umpire Mike Everitt on the right ear, before singling up the middle just past the glove of Andino's dive at second base. Teixeira scored standing up as Rodriguez, wearing a gray sweat shirt, jumped up and down in the Yankees' dugout.
Jeter walked on a full-count pitch with one out in the sixth, and Suzuki lined a 91 mph fastball off the wall above the 385-foot sign in right-center.
NOTES: The crowd of 47,081 was the smallest for a postseason game at new Yankee Stadium, which opened in 2009.

(Reuters) - The deadly outbreak of fungal meningitis expanded to 12 states with the first case confirmed in Texas, the Centers for Disease Control and Prevention said on Friday, bringing the total of cases to 184.
The number of deaths from the outbreak linked to injections of steroid remained at 14 on Friday, the CDC said.
Fifteen new cases of meningitis were reported on Friday including two in Florida, three in Indiana, one in Maryland, two in Michigan, two in New Jersey, one in Tennessee, one in Texas and three in Virginia. Of the 23 states that have received some of the steroid medication suspected of being contaminated, 12 have reported cases of meningitis.
The CDC said there was one additional case of an infection in a joint after an injection from the medication, which has not yet been confirmed as a fungus.
The widening outbreak has alarmed U.S. health officials and focused attention on regulations of pharmaceutical compounding companies such as the one that produced the drugs, the New England Compounding Center Inc in Framingham, Massachusetts.
The steroid is used as a painkiller, usually an epidural injection but also including some injections to joints. It could have been given to nearly 14,000 patients, authorities said.
Meningitis is an infection of the membranes covering the brain and spinal cord. Patients show a variety of symptoms including severe headaches and fever. Fungal meningitis is not contagious.

ROSWELL, N.M. (AP) ? The weekend weather in New Mexico appears to be cooperating this time for a daredevil trying to become the first skydiver to break the sound barrier.
Meteorologist Don Day said the weather forecast remained favorable for former Austrian paratrooper Felix Baumgartner's jump, scheduled for early Sunday near Roswell, N.M.
Baumgartner will be prepared at sunrise to launch his 30 million cubic foot helium balloon to hoist a 3,000-pound capsule that will carry the jumper 23 miles up in the sky. The jump has already been canceled twice due to high winds, once damaging the balloon and forcing use of a backup for Sunday's planned launch.
Baumgartner will try to break a 1960 high-altitude parachuting record. He will also test a pressurized suit that is designed for stratospheric jumps.
He called Tuesday's postponement nerve-wracking but said Sunday's date is one already steeped in aviation history. On October 14, 1947, an experimental rocket plane Chuck Yeager broke the sound barrier for the first time over Edwards Air Force Base in California.
"I want to break the speed of sound, no matter what it takes," he said in a statement. "As long as we have a spare balloon and more launch days, I'm good."

My husband and I are taking a quick trip to Maine this weekend to visit friends ? a very quick trip. Flying out at 6 a.m. in the morning (What idiot booked a 6 a.m. flight? Oh, yeah. This idiot.) and back Sunday around noon. We really need just two days of clothes, layering clothes ? it?s going to be cold. Like below freezing at night cold. We live in Florida. It?s a balmy 83 degrees right now.
Of course, to avoid even more airline fees, we?re each carrying our allotted one bag on-board with us. ?
Now, I know how to pack. I can pack a car so strategically I can get an apartment?s worth of goods into my Mini Cooper. Well, not really, but close. Remember Tetris? I rocked at Tetris.
My husband, not so much. He gets his stuff out, throws it in a bag and attempts super-human strength to zip it shut. The frustration mounts.
I step in, unpack his clothes and fold them neatly. We take inventory. Six pairs of socks? Not needed ? unless he?s planning to wade through a cranberry bog. I?m hoping not. Two super heavy sweatshirts in addition to plenty of heavy shirts and a winter jacket? Nope. After discussing true needs for two days away, we start again.
Once the necessary clothes are given the final nod, we roll them and neatly place them in his bag. I?d once heard that rolling clothes not only saves space, but helps stave off wrinkles. Two birds, right?
The result? A carry-on in which not only do all of his clothes fit, but plenty of room to add toiletries and his winter jacket so he doesn?t have to carry that as we run from one gate to the next in JFK to catch our connection.

You probably have food preferences?perhaps you love salty snacks or detest red meat?but in general, humans eat many different foods. For that reason, our species is considered omnivorous. But some animals are much more choosy. Herbivorous rabbits, for example, dine only on plants whereas carnivores, such as sharks, feast principally on animal prey.
Locating these very different types of foods can obviously require different tactics. In this activity, you'll learn about a theory that biologists use to explain different strategies for foraging, or finding food. You'll also apply this theory to test your visual hunting skills.
Background
Believe it or not, animals don't just pursue the first food option they see. Biologists who study animal behavior have found that different species have different strategies. This is because locating a meal isn't always easy?it requires time and energy. To maximize the amount of energy an animal gets from its prey, it needs to pursue food nutritious enough to make up for the time and energy it needs to catch and consume a meal.
Scientists call this "optimal foraging theory"?or the best strategy for finding a meal?and they have a simple mathematical formula to express it: E/h + s. E stands for energy, specifically the energy an animal gains from eating food. The h stands for handling time?this represents how long it takes to get the food ready to eat. An apple, for example, has very little handling time, but an oyster requires more effort. The s is for search time, which can vary depending whether food is rare or plentiful, or when food is hard to detect or sticks out easily. Strategies shift based on an animal's abilities and environment. In this activity you'll measure search times and experience one aspect of optimal foraging theory firsthand.
Materials
???? Where's Waldo? or other visual search book (you can find these books at your local library)
???? Pencils and paper
???? A partner (groups of two or three individuals also work)
???? A clock or stopwatch
Preparation
???? This activity works best with a visual search book such as Where's Waldo? in which you repeatedly seek out a specific target.
???? To make the activity more challenging, do not peek at the puzzles before it is your turn to "hunt."
???? Ask a partner to be the first hunter. Ask him or her to not peek at the image search until you say, "Go!"
???? Tell the "hunter" what target or "prey" he or she will seek out in multiple puzzles (Waldo, for example, is a good target).
Procedure
???? Record the "hunter's" name and his or her target prey.
???? Hit the stopwatch or start watching the clock when you say, "Go!" Time how long it takes your partner to find his or her prey and record the total time needed. Are you surprised by how quickly or slowly your partner found the target?
???? Switch roles with your partner and repeat the previous steps. Was finding your target easier or harder than you expected? What made the task challenging?
???? Switch back and forth until you have each "hunted" your prey at least five times. Every time it is your turn, try a different puzzle page but seek out the same target. Does changing environments make the puzzles easier or more difficult? Do you think you get better at finding the same target in different environments?
???? So far, you have been hunting as a specialist?you have just one kind of prey. Start the activity again and repeat as a generalist, meaning you can hunt different kinds of prey. In this version, pick a different target every time you hunt, but once again use a new puzzle page each time. Repeat five times each and record your times. Do you notice any differences as a generalist than a specialist?
???? Extra: If you want to compare one more variation, try hunting for a totally different target in puzzle pages you have already seen. Is it easier to hunt in "familiar territory"?
???? Next, look at your times as both a generalist and as a specialist. Did either your or your partner's hunting skills improve? Did times increase or decrease as you repeated the search?
???? Foraging theory suggests you need to select foods that give you enough energy to make up for that which you lose in the time spent hunting and catching food. Which prey items took the most time to find? Following the theory's logic, what would make hunting these items worthwhile?
???? Extra: Because you've mostly played this activity with time in mind, create your own variation that tests another component of optimal foraging theory: energy. With your partner, decide on different energy values for different targets, then revisit old puzzle pages and give each other 10 minutes to collect as many prey items as they can find. In this version, each hunter needs to declare what he or she is searching for and can only collect points by finding a mentioned target. How do you and your partner match up? Are there strategies that work in your favor, such as seeking out targets with a certain value?

?Environmentalists punish companies without protecting people? is the headline of a column that appeared on the website of the American Action Forum a year ago.
The group has called for increased domestic production of oil, coal and natural gas. Officials there have criticized President Barack Obama?s ?eagerness to speed our progression to a low-carbon economy? and argued that the administration is ?regulating coal out of existence.?
The American Action Forum is also connected with a nonprofit and a super PAC that have spent millions of dollars on ads backing anti-regulation Republican candidates since 2010.
So why did the Energy Foundation, a San Francisco-based organization that funds the Sierra Club, the National Resources Defense Council, the Environmental Defense Fund and Earthjustice give the conservative nonprofit a six-figure donation last year?
Records obtained by the Center for Public Integrity show that the Energy Foundation, touted as the ?leading funder of projects that address climate change,? awarded the American Action Forum a $125,000 grant in 2011 for ?high-level outreach and communications around carbon policy.?
Jenny Coyle, a spokeswoman for the Energy Foundation, says her organization is ?proud to fund a wide variety of organizations whether they are viewed as progressive or conservative.?
?Clean energy is not a partisan issue,? Coyle continued. ?We believe that all demographics and groups will see the benefits of a prosperous and healthy clean energy economy.?
Officials at the American Action Forum declined to comment about the grant.
Center for Public Integrity: Donation tough to figure?
According to records filed with the Internal Revenue Service, the Energy Foundation doled out more than $97 million in grants in 2010 to projects aimed at?the adoption of stronger fuel efficiency standards for vehicles, the promotion of renewable energy technologies and the retirement of existing coal-fired power plants, among others.
Against that backdrop, the American Action Forum stands out as an unlikely beneficiary.
The group is not?known as an environmental advocate. One of its projects tracks coal plants in the U.S.?that are likely to close down under the Obama administration?s new ?regulatory burdens.?
American Action Forum?s president is Douglas Holtz-Eakin, who headed the Congressional Budget Office under President George W. Bush, served as top adviser to 2008 GOP presidential nominee John McCain and has had stints as a visiting fellow at the conservative Heritage Foundation and the American Enterprise Institute. Its board includes former Nixon operative Fred Malek, former GOP Sen. Norm Coleman of Minnesota, former GOP Gov. Tom Ridge of Pennsylvania and former GOP Gov. Jeb Bush of Florida.
Craig Holman, a lobbyist for the consumer group Public Citizen ? which has also received grants from the Energy Foundation ? says the American Action Forum ?is not dedicated to clean energy.?
He says the group favors deregulation and ending federal subsidies for renewable energy technologies that would tilt the playing field toward ?established, traditional dirty sources of energy.?
Catrina Rorke, the director of energy policy at the American Action Forum, argues that federal subsidies ?are not the best tool to integrate new fuels into the market.?
?We don?t want to preferentially support one kind of energy over another,? Rorke said.
Organized under section 501(c)(3) of the U.S. tax code, American Action Forum is focused on policy research and is affiliated with the American Action Network, which engages in advocacy as a ?social welfare? group organized under section 501(c)(4) of the Internal Revenue Code.
The groups are also linked to a super PAC called the Congressional Leadership Fund.
All three organizations share office space and personnel, with Coleman and Malek playing leadership roles in each.
Malek founded both the American Action Network, where he is still a board member, and the American Action Forum, where he serves as chairman of the board. He also is a board member of the Congressional Leadership Fund.
Coleman, meanwhile, is a board member of the American Action Forum and is the chairman of both the American Action Network and the Congressional Leadership Fund.
Veteran GOP operative Brian Walsh ? who served as the National Republican Congressional Committee?s political director during the 2010 election cycle ? is the president of both the American Action Network and Congressional Leadership Fund, which have run a plethora of attack ads against Democrats.
Records filed with the Federal Election Commission show that during the 2010 election cycle alone, American Action Network reported spending more than $18 million on political advertisements ? more than any other ?social welfare? nonprofit, according to the Center for Responsive Politics.
In this fall?s hotly contested race in Minnesota?s 8th District, it has attacked Democrat Rick Nolan for siding with the Environmental Protection Agency against a mining company. Nolan?s campaign has said the former congressman will support the mining industry ?without rolling back environmental and safety regulations for workers."
Similarly, in the highly competitive race in Ohio?s 16th District, the Congressional Leadership Fund has spent more than $1 million on ads blasting Democratic Rep. Betty Sutton. Among the reasons given to oppose Sutton in November? Her vote during the 111th Congress in support of the so-called ?cap-and-trade? legislation, which sought to establish both a cap on carbon emissions and a requirement that large utilities in each state increase the percentage of electricity they produce from renewable sources.
Donors to the Congressional Leadership Fund include Alpha Natural Resources, one of the country?s leading producers of coal, which made a $5,000 donation from its corporate treasury in April.
According to the Center for Responsive Politics, the Congressional Leadership Fund has also received contributions from the political action committees connected to the Nuclear Energy Institute, the Edison Electric Institute, energy conglomerate Koch Industries, oil refining giant Valero Energy and Exelon, which is the largest nuclear power plant operator in the U.S.?and last year was awarded a $646 million loan guarantee by the Department of Energy for one of its solar generation subsidiaries.
Super donors Sheldon Adelson, the billionaire casino owner from Nevada, and Bob Perry, the millionaire home builder from Texas, have both given generously to the Congressional Leadership Fund.
Neither American Action Forum nor American Action Network is required to publicly disclose donor information.
A review of IRS filings by the Center for Responsive Politics, however, found that donors to the American Action Network include the Republican Jewish Coalition, the American Natural Gas Alliance and Crossroads GPS, the nonprofit sister organization of conservative super PAC juggernaut American Crossroads.

WASHINGTON (AP) ? The ice goes on seemingly forever in a white pancake-flat landscape, stretching farther than ever before. And yet in this confounding region of the world, that spreading ice may be a cockeyed signal of man-made climate change, scientists say.
This is Antarctica, the polar opposite of the Arctic.
While the North Pole has been losing sea ice over the years, the water nearest the South Pole has been gaining it. Antarctic sea ice hit a record 7.51 million square miles in September. That happened just days after reports of the biggest loss of Arctic sea ice on record.
Climate change skeptics have seized on the Antarctic ice to argue that the globe isn't warming and that scientists are ignoring the southern continent because it's not convenient. But scientists say the skeptics are misinterpreting what's happening and why.
Shifts in wind patterns and the giant ozone hole over the Antarctic this time of year ? both related to human activity ? are probably behind the increase in ice, experts say. This subtle growth in winter sea ice since scientists began measuring it in 1979 was initially surprising, they say, but makes sense the more it is studied.
"A warming world can have complex and sometimes surprising consequences," researcher Ted Maksym said this week from an Australian research vessel surrounded by Antarctic sea ice. He is with the Woods Hole Oceanographic Institution in Massachusetts.
Many experts agree. Ted Scambos of the National Snow and Ice Data Center in Colorado adds: "It sounds counterintuitive, but the Antarctic is part of the warming as well."
And on a third continent, David Vaughan of the British Antarctic Survey says that yes, what's happening in Antarctica bears the fingerprints of man-made climate change.
"Scientifically the change is nowhere near as substantial as what we see in the Arctic," says NASA chief scientist Waleed Abdalati, an ice expert. "But that doesn't mean we shouldn't be paying attention to it and shouldn't be talking about it."
Sea ice is always melting near one pole while growing around the other. But the overall trend year to year is dramatically less ice in the Arctic and slightly more in the Antarctic.
It's most noticeable in September, when northern ice is at its lowest and southern ice at its highest. For over 30 years, the Arctic in September has been losing an average of 5.7 square miles of sea ice for every square mile gained in Antarctica.
Loss of sea ice in the Arctic can affect people in the Northern Hemisphere, causing such things as a higher risk of extreme weather in the U.S. through changes to the jet stream, scientists say. Antarctica's weather peculiarities, on the other hand, don't have much effect on civilization.
At well past midnight in Antarctica, where it's about 3 degrees, Maksym describes in a rare ship-to-shore telephone call from the R.V. Aurora Australis what this extra ice means in terms of climate change. And what it's like to be out studying it for two months, with the nearest city 1,500 miles away.
"It's only you and the penguins," he says. "It's really a strikingly beautiful and stark landscape. Sometimes it's even an eerie kind of landscape."
While the Arctic is open ocean encircled by land, the Antarctic ? about 1.5 times the size of the U.S. ? is land circled by ocean, leaving more room for sea ice to spread. That geography makes a dramatic difference in the two polar climates.
The Arctic ice responds more directly to warmth. In the Antarctic, the main driver is wind, Maksym and other scientists say. Changes in the strength and motion of winds are now pushing the ice farther north, extending its reach.
Those changes in wind are tied in a complicated way to climate change from greenhouse gases, Maksym and Scambos say. Climate change has created essentially a wall of wind that keeps cool weather bottled up in Antarctica, NASA's Abdalati says.
And the wind works in combination with the ozone hole, the huge gap in Earth's protective ozone layer that usually appears over the South Pole. It's bigger than North America.
It's caused by man-made pollutants chlorine and bromine, which are different from the fossil fuel emissions that cause global warming. The hole makes Antarctica even cooler this time of year because the ozone layer usually absorbs solar radiation, working like a blanket to keep the Earth warm.
And that cooling effect makes the winds near the ground stronger and steadier, pushing the ice outward, Scambos says.
University of Colorado researcher Katherine Leonard, who is on board the ship with Maksym, says in an email that the Antarctic sea ice is also getting snowier because climate change has allowed the air to carry more moisture.
Winter sea ice has grown by about 1 percent a decade in Antarctica. If that sounds small, it's because it's an average. Because the continent is so large, it's a little like lumping together the temperatures of the Maine and California coasts, Vaughan says.
Mark Serreze, director of the snow and ice data center, says computer models have long predicted that Antarctica would not respond as quickly to global warming as other places. Since 1960, the Arctic has warmed the most of the world's regions, and Antarctica has warmed the least, according to NASA data.
Scientists on the cruise with Maksym are spending eight to 12 hours a day on the ice bundled up against the fierce wind with boots that look like Bugs Bunny's feet. It's dangerous work. Cracks in sea ice can form at any time. Just the other day a sudden fissure stranded a team of scientists until an inflatable bridge rescued them.
"It's a treacherous landscape," Vaughan says.

The government is likely to take a final view by November 15 on the Shome panel report, which had favoured prospective application of tax laws in its report on retrospective amendments relating to taxation of indirect transfers, a Finance Ministry official said.
?The Finance Ministry will take final view on retrospective amendment to tax laws by November 15 and may
come up with appropriate amendments to the Income Tax Act in the Winter Session of Parliament,? the official said.
The Parthasarathi Shome committee in its draft report had suggested prospective application of tax law and waiver of interest and penalty in case of retrospective application.
If accepted, these proposals will provide relief to companies like Vodafone which are facing tax liability on account of overseas mergers and acquisitions involving domestic assets.
The committee, the official said, is expected to submit its final report by month-end after receiving comments from stakeholders. The ministry, he added, would firm up its views on the issue by November 15.
The draft report had said that retrospective amendments carried out through Finance Act, 2012 were ?not clarificatory in nature and, instead, would tend to widen the tax base ? these provisions, after introducing clear definitions ? should be applied prospectively.?
Prospective application of tax laws, the committee had argued, ?would better reflect the principles of equity and probity in the formulation and implementation of commonly recognised taxation principles?. It has also said that ?retrospective application of tax laws should occur in exceptional or rarest of rare cases?.
In case the government opts to apply the law retrospectively, the Committee had said it should waive interest and penalty. Shome later had also said that several countries refrain from changing tax laws with retrospective effect.
Finance Minister P Chidambaram had asked tax expert Shome to look into the retrospective amendment to tax laws which had evoked sharp reaction from the international business community. The then Finance Minister Pranab Mukherjee had sought to undo the Supreme Court judgement in the Rs 11,218-crore tax case which went in favour of Vodafone by making changes in the IT Act with retrospective effect.
The Income Tax Department had originally raised a demand of Rs 7,900 crore on Vodafone on its acquisition of Hutchinson?s stake in Hutch-Essar through a deal in Cayman Islands in 2007. Chidambaram had earlier said that he would like to settle all tax disputes both anticipated and pending.

Happy Wednesday Y'all!!
I thought I would drop in today & give you the scoop on the beadboard wallpaper project going on in the hallway bathroom! I also thought I share a little tutorial on how to use this fabulous product!???
?I was ALMOST able to wallpaper the entire room on this one roll, but I did end up having to go back to Lowes for a second row to finish a small section of wall around the toilet! Bummer!?
The first thing I did before starting this project was prep the wall for the wallpaper!
Removing the baseboards..... ?
And the light switch covers.....
I also took a wet rag & just wiped down the wall to ensure that I would have a clean surface to work on. The directions on the package say to prime the wall, but I'm guessing this is only for walls that haven't been painted before or those with a gloss or semi-gloss finish. We pretty much always use a flat finish on all of our interior paints, so I didn't really see any reason to prime the wall.
I then had to figure out how high I wanted the wallpaper to go up the wall. I knew I wanted it to go just a few inches above the light switches, so I ended up deciding on a height of 50 inches. I ended up cutting the wallpaper at 51 inches just to give myself a little wiggle room, knowing I could always trim any excess or cover it later with the chairrail. I used a measuring tape to mark the length on several spots across the paper & then used a level to draw a straight line across.?
Then I just grabbed a pair of scissors to cut the paper.?
After you get the paper cut to its desired length, you have to immerse the paper in water for 30 seconds. I just filled up the bottom of the bathtub & put the paper in it. When you pull the paper out of the water, let the excess water drip off & then sit it on a table or open counter space. Fold the paper paste side to paste side for 5 minutes (according to the instructions) to allow the paste to activate.?
Once the 5 minutes is up, apply the strip of wallpaper to the wall. Make sure that you have a rag or a sponge available to smooth the paper out on the wall. This will also help to get rid of any air bubbles trapped between the paper & the wall and remove excess paste. You'll want to use a level to make sure that the first strip of wallpaper is straight before you start applying the subsequent strips. This will ensure that the lines of the beadboard will be straight all the way down the wall. I did this periodically throughout the project to make sure I was keeping things straight!
And this is what it looked like when I was done.....
You'll notice that things aren't quite straight along the top edge of the paper, that's no big deal! We'll be covering it up later with the chairrail & you'll never know the difference!!
One awesome thing about using the wallpaper verses the regular beadboard wainscoting, is that cutting around outlets is a breeze!!?
No power tools needed, just a pair of scissors will do! :)
Once you get a coat of paint on the beadboard wallpaper, the seams are barely noticeable....
In my last post, I asked you guys for advice on the back wall behind the vanity. It was already beadboard from floor to ceiling & I was trying to decide if I should leave it the color it was or paint it white to coordinate with the beadboard on the side walls.....
After much thought & taking into consideration your guys' opinions, I decided white would be best.....
And I LOVE how much it has brightened up the space!!! I'm even starting to reconsider the aqua color above the beadboard now!! Am I crazy?! Perhaps a cream or off-white that will just contrast a little bit with the beadboard walls?! I think it might help to brighten up the room that much more!
I tried matching the wallpaper color with the vanity as best as I could. I ended up going with "Ultra White" by Valspar. The first coat of paint was done with a flat finish, but after thinking about it a bit more, I've decided to go back over it again with a semi-gloss finish just to give it a little harder of a finish & to make the paper a little more durable.?
Overall, I'm really happy with the wallpaper!
?The application was fairly simple & I think it looks pretty much like the real thing!!?
I've had many of you asking on Facebook about it's durability....
I will say that it isn't as durable as regular beadboard wainscoting or paneling. Given the fact that the paper is somewhat foamy, it will leave indentations should the kiddos be pressing on it. The boys don't usually mess with walls too much in this space. Often times they are just running in to go potty & run right back out. I think as long as I make sure that I get my point across that "we don't play with the wallpaper", that we won't have too many problems! However, I will keep you updated!!?
Another thing to consider when using the wallpaper is the type of walls you have. Our walls have a slight texture to them, & if you look closely, you can see a little bit of the texture through the paper. It's not enough to be super noticeable, but if your walls have a heavy texture to them, I would probably suggest going with the regular beadboard wainscoting/paneling instead.?
